    WASHINGTON, D.C.� A new report from the Digital Library Federation (DLF) examines the use of knowledge organization systems�schemes for organizing information and facilitating knowledge management�in a digital environment. Systems of Knowledge Organization for Digital Libraries: Beyond Traditional Authority Files, by Gail Hodge, is the DLF's fourth published report.

    Knowledge organization systems serve as bridges between a user's information needs and the material in a collection. Examples of such systems include term lists, such as dictionaries; classification schemes, such as Library of Congress Subject Headings; and relationship lists, such as thesauri. These and other types of knowledge organization systems, which vary in complexity, structure, and function, can improve the organization of digital libraries and facilitate access to their content.

    The report provides examples of how knowledge organization systems can be used to enhance digital libraries in a variety of disciplines. For example, they can be used to link a digital resource to related material. They can be used directly or indirectly to provide more descriptive records for entities in the digital resource. Finally, they can provide access not only to a descriptive record, but also to location information about a relevant physical object.

    The author also discusses how knowledge organization systems can be used to provide disparate communities with access to digital library resources. They can provide alternate subject or multilingual access, support free-text searching, or add a new mode of access� such as visual or geographic�to the digital library.

    The report concludes with a discussion of what to consider when using knowledge organization systems with digital libraries. It provides a framework for the design, planning, implementation, and maintenance of these systems in digital library environments.

It operates under the umbrella of CLIR, which works in partnership with libraries, archives, and other information providers to advocate collaborative approaches to preserving the nation's intellectual heritage and strengthening the many components of its information system.

  • HEDS Papers, several papers published by the Higher Education Digitisation Service (HEDS), from January 1998 - March 2000.

    For more than two years, the Higher Education Digitisation Service (HEDS) has been publishing papers on the many aspects of digitization. These papers are available in PDF format at the HEDS web site. Recently, HEDS released four new papers which are described below. The descriptions quoted below are from the HEDS web site.     1. "Copyright: Please Look But Don't Touch!"
      by Simon Tanner
      Abstract: This paper looks at how to protect yourself from breaching copyright in digitising originals and how to protect your materials against breach of copyright.
    2. "Digitisation: from vision to implementation - strategic and management issues"
      by Simon Tanner
      Abstract: This paper addresses the strategic issues of digitisation from a management perspective discussing reasons for digitising materials and the cost-justifications behind digitisation decisions.
    3. "Planning for a Successful Project"
      by Joanne Lomax Smith
      Abstract: Digitisation projects can often become focused solely on the 'digitisation' part of the project. This paper seeks to present the factors of project management that are essential to the smooth running of a project and which can help make sure that the digitisation part is forced back into its place as a useful tool rather than the sole purpose of the project.
    4. "Projects without pain: demystifying digitisation with the Higher Education Digitisation Service"
      Joanne Lomax Smith and Brian Robinson, Paper for Vine, issue 17 (forthcoming).
      Abstract: Digitisation should not provoke fear. This paper looks at ways of making a digitisation project run smoothly and introduces the work of the Higher Education Digitisation Service (HEDS). Issues such as preparation, work flow issues and the decision to digitise in-house or to outsource are discussed.

  • Creating and Documenting Electronic Texts: A Guide to Good Practice, by Alan Morrison, Michael Popham, and Karen Wikander, available online at the Arts and Humanities Data Service web site, and for purchase later this year in print format from Oxbow Books.

    This guide may be useful as a reference for those involved in digitization of texts or similar material. It includes a glossary and bibliography and covers: Document Analysis; Digitization - Scanning OCR, and Re-keying; Document Markup; Important Global Standards; and Documentation and Metadata. Please note that while the Creating and Documenting Electronic Texts: A Guide to Good Practice is being made available online for individual research purposes, it is copyrighted by the authors, and use should be within the copyright restrictions.

  • Papers from Museums and the Web 2000, from the Conference held in Minneapolis, Minnesota, April 17 - 19, 2000, published by Archives & Informatics.

    More than 45 of the papers that were presented at the Museums and the Web 2000 conference are now available in full text on the Web. In addition, all papers from the conference are available in print format or on CD-ROM. Also available at the Archives & Informatics web site are papers from the previous conferences held in 1997 - 1999.   • ERCIM News, Number 41 online, April 2000, published by ERCIM EEIG.

    The European Research Consortium for Informatics and Mathematics (ERCIM) fosters "collaborative work within the European research community and seeks to increase co-operation with European industry. Leading research institutes from fourteen European countries are members of ERCIM." One of the Consortium publications is ERCIM News, a quarterly magazine that is available online or in print free of charge. Previous issues are available online back to 1994, and back issues may also be ordered in print format.

    The April 2000 issue has as its special theme, Web Technologies. It includes a keynote article by Tim Berners-Lee entitled "The future Web and Europe - the Web and future Europe" and also includes more than 30 articles and other features about Web technologies.   • Inventory of Primary Web Resources in the Distributed Digital Research Library Germany (Retrodigitization)

    The following description is from the GDZ web site:

    "The inventory contains primary Web-accessible resources created by German research libraries and other academic institutions, granted by the funding program 'Retrospective Digitization of library holdings' of the Deutsche Forschungsgemeinschaft (DFG)." . . ."Most of [these] projects offer a 'project homepage' and some of them so called 'demo-servers'."

  • Memory of the World: Directory of Digitized Collections, published by UNESCO as part of the Memory of the World Programme.

    The Memory of the World Programme was launched to call upon the preservation of valuable archive holdings and library collections all over the world and to ensure their wide dissemination. The Directory of Digitized Collections offers a search screen to provide direct access to major digitized heritage collections and on-going digitization programs throughout the world. As of May 2000, 79 worldwide collections are listed. The search sorts the list of collections, with the most relevant ones appearing at the top of the list. It is possible to add a collection to the list from the Directory web site.

  • ELITE Project Web Site for Distance Learners, University of Leicester.

    The Electronic Library, IT and staff Education (ELITE) project has created and made available a web site which aims to help distance learners and others develop the skills needed to use distance education information technologies. The ELITE site provides annotated links to library-focused information about email and web forms, chat, moos, mylibrary interface, videoconferencing and more.

  • Electronic Journals: A Selected Resource Guide, May 2000 Edition, published by HARRASSOWITZ, Booksellers and Subscription Agents.

    This online guide is a comprehensive listing of resources relating to electronic journals, covering such topics as technical standards, legal and business issues, scholarly publishing issues, preservation, archiving, reference linking, and pre-print servers. The listing is updated periodically. The May 2000 version contains 52 new references and a new section called "Usage studies of electronic journals." Nearly all of the sources listed are available on the World Wide Web. Outdated resources are dropped from the guide in order to keep it current and relevant.

  • New Horizons in Scholarly Communication, published by the Librarians Association of the University of California.

    New Horizons in Scholarly Communication is an extensive listing of links for digital libraries and related resources. Resources are organized under such topic headings as: "Teaching", "Research", "Publishing", "Copyright & Intellectual Property", "Building & Organizing Collections" and "Technology & Infrastructure". There is a section, "What's New", which lists resources added within the last 30 days, and the site provides a search screen for items listed at the New Horizons in Scholarly Communication site, as well as a Web search page to be used to search for external resources.

  • Version 30, Scholarly Electronic Publishing Bibliography, by Charles W. Bailey, Jr., April 28, 2000.

    Charles W. Bailey, Jr., Assistant Dean for Systems, University Libraries, University of Houston, has announced the availability of Version 30 of his periodical bibliography. The selective bibliography presents over 1,130 articles, books, electronic documents, and other sources and is focussed on scholarly electronic publishing efforts on the Internet and other networks. In the bibliography, Bailey provides links to sources listed, where available. The bibliography is located at < http://info.lib.uh.edu/sepb/sepb.html >. It is available in HTML, PDF, and Word 97 formats.

  • Subject Index to Literature on Electronic Sources of Information, May 1, 2000 edition, by Marian Dworaczek, Head, Acquisitions Department, and Head, Technical Services Division, University of Saskatchewan Libraries.

    The Introduction to this resource describes it as follows:

    "The Subject Index to Literature on Electronic Sources of Information" and the accompanying "Electronic Sources of Information: A Bibliography" deal with all aspects of electronic publishing and include print and non-print materials, periodical articles, monographs and individual chapters in collected works. Over 1,239 items were identified and indexed in great detail for this project. Thousands of URLs (Uniform Resource Locators) were added to various entries. Both the Index and the Bibliography are continuously updated."

  • North American Serials Interest Group 16th Annual Conference, 23 - 26 May 2001, San Antonio, Texas, USA. Call for papers. The submission deadline is 1 August 2000.

    The North American Serials Interest Group (NASIG) has issued a call for papers for their 2001 conference. The conference will provide for the exchange of serials information, issues, trends, and innovations. The 2001 Program Planning Committee invites proposals for preconferences, plenaries, issues, and workshops that relate to the conference theme "NASIG 2001: A Serials Odyssey."

    Plenary Papers and Issues (Concurrent) Sessions:

    Sought are proposals for plenary papers and issues sessions that deal with visionary or overarching issues. Analysis of trends, historical perspectives with an eye towards future implications and evolutions in the serials industry and within libraries are other possibilities. For example:

    • What role will current players have in the production and dissemination of serial publications in the 21st century?

  • CRIDALA 2000: First Conference on Research in Distance & Adult Learning in Asia, 21 - 24 June 2000, Open University of Hong Kong, Hong Kong.

    CRIDALA 2000 will provide an opportunity for researchers from all over the world with common interests to meet together under expert guidance and to make important decisions about the future direction of research in distance and adult learning.

  • DECOMATE II: Final Conference, 22 - 23 June 2000, Barcelona, Spain.

    DECOMATE II, Developing the European digital library for Economics, is an EC funded project which is nearing completion.   • 12th Conference - Ligue des Bibliotheques Europeennes de Recherche Groupe des Cartoth�caires de LIBER (European Map Curators Group), 27 June - 1 July 2000, Copenhagen, Denmark.

    The conference theme is: "Caught in the WEB or spinning it? : the role of Map Curators in building WWW-sources of cartographic information". This conference will focus "on the creation, development, and maintenance of new virtual collections by map libraries, and consider the problems that need to be addressed for these projects to be successful. Providing effective access to such images will be a central concern, as will the gathering and organising of textual information. A number of particular sub-themes will be covered".

  • Digital Cultural Heritage II: Interoperability of Content - MEDIA-1, 29 June - 1 July 2000, Amsterdam, The Netherlands.

    The following description of the year 2000 summer seminar is from the Amersterdam-Mastricht Summer University web site:

    "All over the world, the titles and contents of the great libraries, museums and art galleries are becoming available on-line. While interoperable, technological standards are emerging, problems of interoperable applications, tools, interfaces and usability remain."

    "The Maastricht McLuhan Institute (MMI) was set up to study and develop methods for knowledge organisation and knowledge management in a digital, distributed, multimedia world. The aim of the MMI is to create comprehensive strategies for searching, structuring, using and presenting digital resources more coherently and efficiently; to integrate past knowledge and to produce ordered knowledge that leads to new understanding and insights."

    "This annual seminar is concerned with interoperability of content in digital cultural heritage, namely how the contents of museums, libraries and archives can be made available through common standards and interfaces. Following on from the 1999 debut event, the seminar will continue to explore how multimedia is transforming learning, knowledge organisation and knowledge management."

    "While all three kinds of institutions (museum, library, archive) are examined each time, the seminar follows a three-year cycle, giving extra attention to one in turn. This year's focus will be on developments within the library world. The conference will be limited to a maximum of fifty persons, with speakers and discussions in the morning and small workshops with a maximum of fifteen in the afternoons."

  • 9th UKOLUG Conference - Information for Empowerment: Resource Discovery & Management, 12 - 14 July 2000, Cambridge, United Kingdom.
