A Review of Public Library
E-Lending Models, produced by Dan Mount, Head of Policy & Public Affairs, Civic Agenda EU for Taalunie, Bibnet and Bibliotheek.nl, December 2014.
From the Introduction: "The market for e-books and digital content is continually evolving and adapting, while
simultaneously becoming increasingly global in terms of its interdependence and reach. Whilst many
determinants of this evolving and decentralised information environment are beyond the control of
any one actor, institution or organisation - there is significant scope for libraries to act as the
architects of their own future by learning from the diverse spectrum of international e-lending
experiences and practices to evaluate which models (and their components) deliver the best
outcomes for library users."

Orphan Works and Mass Digitization: A Report of the Register of Copyrights, Washington, D.C.: United States Copyright Office, June 2015.
"This Report addresses two circumstances in which the accomplishment of that goal may be hindered under the current law due to practical obstacles preventing good faith actors from securing permission to make productive uses of copyrighted works. First, with respect to orphan works, referred to as 'perhaps the single greates impediment to creating new works', a user's ability to seek permission or to negotiate licensing terms is compromised by the fact that, despite his or her diligent efforts, the user cannot identify or locate the copyright owner. Second, in the case of mass digitization which involves making reproductions of many works, as well as possible efforts to make the works publicly accessible obtaining permission is essentially impossible, not necessarily because of a lack of identifying information or the inability to contact the copyright owner, but because of the sheer number of individual permissions required."

Our organizations have collaborated in an effort to identify principles of transparency and best practice for scholarly publications and to clarify that these principles form part of the criteria on which membership applications will be evaluated....This is the second version of a work in progress (published June 2015); the first version was made available by OASPA in December 2013. We encourage its wide dissemination and continue to welcome feedback on the general principles and the specific criteria."
